The policy you quote is to prevent the creation of multiple place-holder and spam accounts. If one of your two accounts is on a paid plan, then there is no conflict with our policy. You should be fine, but if you are ever flagged in error please write us here for a review.

Github TOS 不允许开小号，你开小号就是违反 TOS.... 唯一可豁免的就是机器人目的的小号，比如我创了个号来给机器人自动合并内容提交仓库。

ToS 里说是最多一个免费账户加一个免费机器账户
一个付费账户+小号理论上没问题 |

这种大小号怎么分的？比如，别人经常用我的电脑登录，也会被判断小号？

@coolair 看了两个贴子后大概总结一下:
1 、别人不只是用你的电脑登录，不能你们两个登录的设备全部重合吧，那个别人得有他自己的设备吧（手机 /电脑） 2 、相同 ip 地址注册的（用了梯子都一样吧） 3 、给同一个 repo 共享，或在同一个组织（公司内部？都公司了也不付费？不至于白嫖吧？组织的管理员违规，成员连坐） 4 、push 的时候不能还是两个人用同一台电脑吧 5 、做好身份隔离就好 6 、小号老老实实的，别碰各种羊毛，小心被羊踢一脚 |

那完蛋了，我有两个账号。很多人也是有两个账号。我是主账号基本不 star 和 fork 。而另一个账号 star 了一堆东西。

@skiy 我有两个账号但都注册的比较早了（早于 Actions 功能上线，大概都有 5 年历史了，小号被我冷落了 4 年），不过我是主账号 Star 和 Fork ，另一个账户近半年 Fork 主账户 Repo 做修改再 Push 给自己，直接用的 Edge 多用户模式（会被识别出同一设备），他们都互相 Follow 且在同一组织，目前没被封。不过我主账号是合规的 Pro 。
