The "Out of host capacity" message means that all instances of that specific vm shape are currently in used and there is no more capacity to create that VM. Unfortunately as this is a new region, our capacity are currently limited. We are working on increasing capacity as soon as possible. The only recourse for your at this time is to either wait and spin up the vm shape at a later time, or spin up a different vm shape. We apologize for the inconvenience and appreciate your patience as we ramp up this region.
